Creates overall program design .and oversees all implementation. Creates poicies and procedures, both .programmatic and administrative. Creates promotinal materials, including .marketing plan. Develops in-house systems for managing applications. .Develops and oversees all program activities including conducting on-site .meetings during the program year. Creates agendas, select venues, speakers .and presentators. Establishes and maintains extensive contact with and .provides support for Fellow participants. Establishes policies and .criteria for awarding grants. Creates evaluation tools to assess the .program. Develops and manages the annual budgets for the program. Assists .in the development and implementation of the annual plan for the Division's .national outreach program. ..Qualification Requirements ..At the DS-11 grade level, applicant must possess one year of specialized .experience equivalent to the DS-9 grade level or 3 years of progressively .higher level graduate education or a PH.d or equivalent. At the DS-12 .grade level, applicant must possess one year of specialized experience .equivalent to the DS-11 grade level. Specialized experience is experience .that has equipped the applicant with the particular knowledge, skills and .abilities to perform successfully the duties for the position, and that is .typically in or related to the work of the position to be filled. This .experience must show that the applicant has demonstrated experience in the .following: ..Experience planning, implementing and evaluating educational programs for .student and general audiences. ..In addition to the above requirements, the applicant must meet the following requirements: ..1. Positive Education Requirements: ..--A. Degree: that included or was supplemented by major study in .education or in a subject-matter field appropriate to the position. .Or .--B.
